Can someone hellp me out regarding a tickling scene in a TV show?

I read while back that there was a male feet tickling scene in one teen drama back in the early 2000s. Could it be Millennium? Apparently the character was in a type of hell and one of the bound souls was tied to a table with a demon tickling his feet with a feather because he spent his life tickle torturing other people. What tv show was that. I read it on the old Ropejock website years ago.
