This one's kind of a puzzle. For starters, any video of this seems to have been taken offline (I used to have a second version of this video favorited on YouTube that this guy did, but he deleted it only a few months back).

Luckily, the sources he used are readily available. He based his work off of this video:

It's a clip from the 1937 French film François Premier (Francis the First). The guy who did the remake used the original sound from the clip. I've never seen the screen capped version you linked, but he did another version where he used a deer-head puppet as the goat and also added a bit of water-drinking torture to the end.

However, for the version you found, he took the goat/feet footage from this video, since he probably didn't have an actual goat on hand:

Whoever owns the channel of the linked videos has also posted numerous other videos of goats licking feet, and many of them seem to be from France; I guess the scene, or at least the method of torture, is well-known or something.

Anywho, if I can ever find that video, or if he ever posts it back up again, I'll let you know!
