Somebody decided to capitalize his size 19's for world travels...
He lives in Bedford, Texas (between Dallas and Fort Worth), and he's a regular poster to the Dallas Craiglist web site.

He wants money and/or drugs from you, in exchange for his time.

Since prostitution and soliciting drugs are both illegal in Texas, I, and many others flag his ads every time he posts. He gives footmen a bad name, in my opinion.
